Snoqualmie Mill consists of 261 Acres comprised of multiple industrial sites and the Dirt Fish race track. Encore is responsible for overseeing the general environmental management of the entire site including erosion and sediment control; stormwater conveyance maintenance; mitigation planting and maintenance; ISGP inspections and water quality sampling; SWPPP maintenance and tenant training; as well as record keeping and reporting.
Talus Townhomes
Intracorp & Keller North America
2019 - Present
Talus is a 6 Acre residential development property Encore has been managing since 2019. Encore’s role includes stormwater treatment using Chitosan Enhanced Sand Filtration (CESF); stormwater quality monitoring and record keeping; as well as erosion and sediment control BMP installation and maintenance.
Alderwood Water District SE 35th St Water Line
Redpoint Contracting
September 2024 - January 2025
The SE 35th St Water Line project consisted of re-routing an existing water line to make room for a future fish culvert at Woods Creek in Bothell, WA. Encore provided discharge permitting to King County’s sanitary sewer for 25 well points discharging at over 250 GPM. Encore also installed the pre-construction BMPs, performed weekly CESCL inspections, daily discharge monitoring to the sewer system, along with record keeping and reporting.
WSDOT I-5/Mercer to SR 520
Walsh Group
2021 - 2024
The I-5/Mercer to SR 520 project in Seattle, WA was permitted with Department of Ecology under an Administrative Order with contaminants of heavy metals and hydrocarbons. Encore provided weekly water quality analytical testing, CESCL inspections, SWPPP training, and water treatment. The water treatment consisted of Chitosan Enhanced Sand Filtration with Activated Carbon and Organo Clay medias for treatment of hydrocarbons, heavy metals and turbidity. Encore managed treatment systems at two separate locations successfully treating hundreds of thousands of gallons of stormwater and groundwater.
Avenue Bellevue
JTM Construction

The Avenue Bellevue project consisted of construction of two high-end residential towers with commercial space and a hotel in Downtown Bellevue, WA. Encore oversaw the environmental management for the project construction phase including King County discharge authorization permitting, water treatment of turbid stormwater with Chitosan Enhanced Sand Filtration, SWPPP and TESC documents, CESCL inspections, water quality discharge monitoring, and record keeping.
Hall Creek Rockery Repair
City of Mountlake Terrace, WA
June 2022 - July 2022
A large hole formed behind a rockery wall on Hall Creek in Mountlake Terrace, WA, resulting in sedimentation downstream causing localized flooding and negative impacts to aquatic wildlife. Encore was the general contractor working with the City of Mountlake Terrace; providing a stream bypass, removing the existing rock wall, excavating out the eroded ground and installing a structured geotextile blanket, backfilling and rebuilding the rock wall.
Climate Pledge Arena

The Climate Pledge Arena project involved renovating the existing structure to create a multi-purpose entertainment and sports center hosting the NHL and NBA. Encore’s involvement on this project included King County sewer discharge authorization planning and permitting; SWPPP and TESC development; stormwater treatment system design, implementation and operation; daily discharge monitoring; CESCL inspections; record keeping and reporting; and general environmental oversight for all construction trades.
SeaTac International Arrivals Facility

The SeaTac Airport IAF project involved construction of a new terminal at the South end of the airport and a new pedestrian bridge. Encore worked with WaterTectonics providing complete environmental oversight on multiple subcontractor trades for civil and building construction. Specific scopes of services were daily environmental inspections, training and implementation; water quality monitoring; SWPPP maintenance; and communications and record keeping.
